Program overview
The Industry Diversification Program – Transition Planning Stream provides support for Victorian gas appliance manufacturers and their supply chains, who are highly dependent on the gas appliance industry, to access advice and services from a Service Provider appointed by the Department of Jobs, Skills, Industry and Regions.
The Service Provider will assist with the development of Preliminary Business Diagnostic for successful Applicants, including a financial health check and an assessment of future opportunities (Diagnostic Report). A full Business Transition Plan will also be provided if required.
Businesses that have completed a Business Transition Plan may be invited to apply for a grant to implement the transition activities outlined in their plan.

Eligibility criteria
To be eligible for support, the business must meet the following eligibility criteria:
- An eligible entity which has:
- an active Australian Business Number (ABN); and
- an active registration for Goods and Services Tax (GST) if required to be registered for GST at law,
which was registered prior to 28 July 2023 (Government’s initial announcement).
- An employing business registered with WorkSafe Victoria as at 28 July 2023.
- Manufacturing operations in Victoria involving either:
- production of finished gas appliances, and/or
- production of input components for gas appliances.
- Highly dependent on the gas appliance industry, as demonstrated by deriving at least 40% of business revenue from the sale of gas appliances or gas appliance input components, in the 2022-23, 2023-24 or the 2024-25 financial year.
Please note: Business revenue includes gross sales income before deductions for expenses and exclusive of sales tax, and reasonable evidence of revenue would include offtake agreements, invoices, receipts, sales documentation.

Transition Planning Stream
DJSIR has engaged a Service Provider to support successful applicants through a structured process:
- Stage 1 – Preliminary Business Diagnostic – provides a financial health check and an assessment of future opportunities. A project scope to deliver a full Business Transition Plan (Stage 2) will be developed if needed.
- Stage 2 – Business Transition Plan – development of a full transition plan including some of all of the following elements (non-exhaustive): specialist financial and accounting advice, technical considerations, legal considerations, general business planning, marketing planning and business sale or closure advice.
Successful Applicants that have completed a Business Transition Plan may be invited by the department to apply for a grant to implement the steps outlined in their plan. Relevant information will be provided to Applicants at this stage as needed.
How to apply
To complete your application, you will need to be an authorised representative of the business (such as an owner or director), or a person given authorisation by an authorised representative.
You will be asked to verify your eligibility by providing the documents outlined in the Program Guidelines.
The department will endeavour to notify Applicants of the outcome within 4 weeks of lodging your application via email.
The Service Provider will then contact the business within 5 business days to commence the Preliminary Business Diagnostic.
Applications will close on 31 March 2026 at 11:59pm (AEDT) or earlier at the department’s discretion.
